    Emotional Support of Victims and Witnesses

    One measure of compassionate law enforcement lies in the way its police officers treat victims and witnesses.

    A police officer is often the first criminal justice official a victim or witness of a crime encounters after the crime has occurred. This connection places police officers in a unique position to provide support, information, and guidance to crime victims and witnesses. Using basic crisis intervention techniques and providing referrals for additional services can impact the victim’s and witnesses' ability to begin the process of healing from the pain of victimization.


    The Victims Compensation Assistance Program: Financial Reimbursement

    The Victims Compensation Assistance Program is designed to help combat the financial hardships that stem from medical expenses or loss of income. The program provides support by offering financial reimbursement to crime victims and citizens who come to victims’ aid.

    Financial assistance is provided to cover loss of earnings and out-of-pocket expenses for medical care when physical injuries or psychological trauma have been inflicted on the victim and witness.

    The Victims Compensation Assistance Program* may also help with costs associated with home healthcare services, funeral and burial expenses, loss of support, loss of earnings, counseling, and crime-scene clean-up.

    Members of the Philadelphia Police Department’s Victim Services Program will also help crime victims and witnesses secure other needed services and resources. The Philadelphia Police Department’s goal is to provide the highest level of service to people who have been victims of crimes.

    *The Victims Compensation Assistance Program does require the victim to cooperate with the police investigation.
